Ministry of External Affairs

The Ministry of External Affairs (MEA) is a dynamic, young and interactive ministry, dedicated to the multitude of Indian Nationals settled abroad. Established in May 2004 as the Ministry of Non-Resident Indians’ Affairs, it was renamed as the Ministry of External Affairs (MEA) in September 2004.

Driven by a mission of development through coalitions in a world without borders, MEA seeks to connect the Indian Diaspora community with its motherland.

Positioned as a 'Services' Ministry, it provides information, partnerships and facilitations for all matters related to Overseas Indians (comprising Persons of Indian Origin (PIOs) and Non-Resident Indians (NRIs) ).

It is a contemporary, lean and efficient Ministry headed by a Cabinet Minister. The Ministry has four functional service divisions to handle its diverse scope of services:

Diaspora Services :

The Diaspora Services Division of the Ministry deals with matters related to overseas Indians, comprising Persons of Indian Origin (PIOs), Overseas Citizens of India (OCI), Non-Resident Indians (NRIs) and overseas Indians who are not PIOs, OCIs or NRIs.

The last category includes those overseas Indians whose forefathers migrated from India in the 19th and early 20th century.

Financial Services :

Overseas Indians constitute a vast reservoir of potential investors, entrepreneurs and corporate leaders whose enterprise can be deployed in India.

They also represent knowledge, expertise and skills in diverse sectors that can potentially be invested in rapid economic growth and today offers considerable investment opportunities and is a preferred investment destination.

The financial services division seeks to pursue a partnership between these two potential partners. Simply put, to try and make the overseas Indian an active participant in the India growth story.

Emigration Services:

International migration is an important dimension impacting economic relations between the developed and developing countries.

Keeping this in mind, the Emigration Policy Division of the Ministry was established in March 2006 to facilitate and empower the emigrants from India.

This Division deals with all policy matters relating to emigration of workers from India.

Management Services:

The Management Services Division of MEA is responsible for managing the official matters of the officers and staff of this Ministry.

The Ministry focuses on developing networks with and amongst Overseas Indians with the intent of building partnership with the Diaspora.

Besides dealing with all matters relating to Overseas Indians, the Ministry is engaged in several initiatives with OIs for the promotion of trade and investment, emigration, education, culture, health and science & technology.
